The business model V2X was missing was a crash test

For a decade V2X waited for a mandate. The forcing function arrived instead as a line in an NCAP protocol, and it changes who pays and when.


For about a decade, vehicle-to-everything had the same conversation with itself. Nobody equips cars until the roadside is built, nobody builds the roadside until the cars are equipped, and everybody waits for the regulator to break the tie with a mandate. The mandate kept not arriving.

The forcing function did arrive. It just came from an unglamorous place: a line item in a car-safety rating. 5GAA’s 2026 report on dynamic V2X use cases puts it plainly, calling integration into NCAP protocols “a critical factor in the commercialisation of V2X-enabled safety services.” That sentence is worth more to the industry than most of the technical annexes around it.

A star rating is demand-side pressure

The reason it matters is that a New Car Assessment Programme pushes on a different lever than a law does. A mandate compels the manufacturer. A star rating compels the buyer, who then compels the manufacturer without anyone passing a regulation.

Five stars sell cars. Fleet buyers write minimum ratings into procurement, insurers price against them, and a model that drops a star pays for it in the showroom. So when a V2X-enabled function appears in the tested scenarios, the pull is immediate and it does not wait for market penetration to reach some tipping point first. That is precisely the deadlock a mandate was supposed to break, resolved by an assessment body instead.

The timeline is the story

China moved first. China NCAP 2024 already rates a V2V-based forward collision warning for high-speed situations, built on direct PC5 communication. The scenarios are ordinary highway safety: a stationary vehicle ahead, an intersection where the view is blocked. There is also a traffic-signal recognition test, the kind of function that leans on a signal phase arriving over the air before a camera can read the light.

The 2027 detail is the one to hold onto. In the blocked-intersection test, the next revision swaps the parked car for a concrete wall, so the test vehicle’s own cameras and radar have nothing to work with. The scenario is engineered so the rated function cannot pass on sensors alone. Read as a market signal rather than an engineering one, it says the assessment body has decided which sensor it no longer trusts in that situation, and is willing to make a function fail without the alternative.

Europe is further behind, and the reason is worth being precise about. Euro NCAP 2026 leans into vulnerable road users, cyclists especially, but keeps connected and infrastructure-based road users outside the tested scope, and the V2X piece is held up less by ambition than by a choice Europe has never made: which radio its deployments run on. The standards are all there; ETSI specified the message set, the security and both access layers (ITS-G5 and C-V2X). What is missing is the commitment to one of the two radios. The step where V2X has to actually brake the car, not just warn the driver, sits around the 2029 horizon on paper. For anyone planning product, the useful reading is that the European lever is real but its timing is soft until Europe settles the radio.

What it does to the business case

Once a function is rated, someone has to pay to keep it working for fifteen years, and V2X offers two ways to do that. They are not the same deal.

The direct path pays once. PC5 hardware goes in at the factory, costs almost nothing to run, and the same radio that does a local hazard warning today does cooperative perception tomorrow at no extra operating cost. The network path inverts it: adding Uu is nearly free because the cellular modem is already in the car, but it bills for connectivity and cloud every year the vehicle is on the road.

The second model carries a tension that a safety rating makes sharp. A network service is a service someone can switch off. The CARTS report says it directly: a manufacturer may choose to discontinue it, which “would deprive older vehicles of the protection to which drivers have become accustomed.” A star is earned once at type approval; the protection behind it has to survive the life of the car. A safety feature billed as a subscription is a safety feature with an expiry date, and that gap between when the rating is awarded and how long the function lasts is going to become an argument the industry has not fully had yet.

The blind spot worth naming

None of this makes NCAP a mandate, and the difference matters. A rating pulls exactly where it tests and nowhere else, which leaves the lever with a blind spot sitting on top of the strongest societal case for the whole technology.

The connected pedestrian is that spot. It is the use case where V2X most clearly does something sensors cannot, seeing a person about to step out from behind an obstruction, and it is the one Euro NCAP 2026 leaves out of scope. The report is candid that the route to market here is the least clear of any use case it examined and does not appear in NCAP plans at all. So the mechanism now pulling V2X into cars pulls hardest on the vehicle-to-vehicle cases with a clean commercial story and barely at all on the pedestrian case that justified a lot of the public investment. Worth watching whether the assessment bodies close that gap or leave it to regulation after all.

What to actually watch

The signal that the market is moving is not a regulation in an official journal. It is which scenarios show up in the next protocol revision, and how the test is rigged. When a crash test replaces a parked car with a wall, it is telling you, in the bluntest possible terms, which sensor it has stopped believing. That is a clearer read on where connected-vehicle safety is heading than any roadmap slide, and it is published on a schedule anyone can plan against.
